I have see copies of the correspondence between you and Lord Elton on the subject of the granting of Rhodes sholarships to Chinese. I thought you would be interested to know of the action which has already been taken by the Council in co-operation with a number of other authorities to institute post-graduate scholarships for Chinese students in this country.

In the autumn of 1941 Dr. ⠀.Y. Kuo lectured in a number of British Universities on the invitation of the Universities' China Committee. On his arrival in England it was discovered that he had been commissioned by the Chinese Ministry of Education in Chungking to lay before University authorities in this country a plan for bringing Chinese post-graduate students to Great Britain. The Chinese Government were to be responsible for transport both ways and it was hoped that Universities in this country would meet the expenses of fees tuition and maintenance.

Dr. Z. Y. Kuo, during his visits in this country, obtained a number of offers from the Universities but they were, in the main, for tuition fees only. Early in 1942 Dr. %.Y. Kuo had to leave this country and it was felt that if the initial steps which he had taken were to mature into a practical scheme further action was necessary. The British Council, therefore, after consulting the appropriate authorities, called together a Committee to examine the present position of the proposals of Dr. %.Y. Kuo and the possibilities of their development. The Committee consisted of:-
